Philippine ‘Ghost Project’ Scandal Escalates with Whistleblower’s Cash Photos

The Philippine Department of Public Works and Highways (DPWH) is embroiled in an escalating “ghost project” scandal in Bulacan. Former assistant engineer Brice Hernandez exposed photos of cash bundles earmarked for flood control projects, intensifying an investigation initiated by DPWH Secretary Vincent Dizon, who uncovered a 96.5 million peso project falsely claimed as completed and paid for without any work. While Hernandez was detained for contempt during a congressional hearing, allegations of engineers colluding with contractors and gambling away millions have surfaced.

The DPWH has since banned implicated contractors and launched legal actions, as public scrutiny demands a full audit of all flood control projects.
