The diplomatic communication expressed grave concern over recent actions, specifically the placement of barbed wire at new locations near Boundary Pillars 46-47 in Banteay Meanchey Province on August 25. These activities are viewed as directly undermining existing bilateral commitments and agreements, including the ceasefire established on July 28, 2025, and subsequent resolutions from the General Boundary Committee and Regional Border Committee, which explicitly prohibit provocative actions and any expansion of the scope or scale of disputes.
